Why the reviewer agent can block but never send anything
The most important rule of the whole multi-agent system is that the reviewer agent can block a draft and send it back to the preparer, but it can never push anything out to a client. The preparer can't send anything either. A human being always approves before anything reaches a client. The person in that approval seat isn't just a quality check — they're the accountability layer for the entire system. Fully autonomous AI delivery might be possible one day, but right now humans need to own that final step, and that accountability function is worth protecting deliberately.
